국문초록
   이 연구는 그간 다양하게 제기되어온 국가교육위원회 관련 구상들을 유형화하여 각각의 특징을 드러내는데 그 목적을 두고 있다. 이러한 연구 목적을 달성하기 위해 ⑴ 국가교육위원회 구상의 대두 맥락을 살펴본 다음, ⑵ ‘법적 근거 요구 수준’과 ‘주무부처와의 관계’ 등 두 가지 기준을 적용하여 유형 분류를 한 뒤 그 특징을 살펴보고 있다. 관련 자료와 선행연구 검토 등 문헌연구를 중심으로 수행된 본 연구의 결과는 다음과 같다. 첫째, 국가교육위원회 구상은 1990년대 중반 교육행정체제 개편 차원에서 맹아적 논의가 이루어지다 2002년부터 체계화되어 대선 의제로 자리 잡게 된다. 둘째, 기존의 다양한 국가교육위원회 구상들은 [유형 1] 행정부 보완형 정책 자문・심의기구, [유형 2] 비판・견제형 정책 총괄 기구, [유형 3] 국가 차원의 독립 기구, [유형 4] 헌법기구 등으로 유형 분류가 가능하였다. 셋째, 국가교육위원회 구상은 교육정책에 관한 입법부와 사법부의 기능 회복 내지 활성화 과제와 관련이 있어 보다 더 신중하게 접근해야 할 사안이라는 점을 확인할 수 있었다.

ABSTRACT
  This study aims to analyze the types of the ‘National Committee on Educational Policy'(NCEP) agendas. For this purpose, the author examines the contexts in which the NCEP agendas were proposed and classifies them according to two criteria: the level of demand for legal grounds and the NCEP's relationship with the Ministry of Education(MOE). The results of this study are as follows. First, the NCEP agendas were first proposed as educational administrative reform agendas from the mid-1990s, and they have been positioned as presidential campaign promises since 2002.
  Second, we can divide the NCEP agendas into four types: 1) an education policy advisory-deliberation apparatus complementing MOE, 2) a comprehensive education policy apparatus that operates as a check on the MOE, 3) a national independent apparatus for education policy, and 4) a constitutional institution for education policy. Third, as the NCEP agendas are related to revitalizing the educational policy functions of the legislature and judiciary, it is very important to approach them more prudently.
